Open Access in Power-Towards Enabling Make in India & Self Reliance
Open Access' introduced under the Electricity Act 2003, provided large consumers with load of 1 MW and above, an option to purchase electricity from a source of their choice and not necessarily from the local power distribution licensee.
Respective State Electricity Regulatory Commissions (SERCs) have enacted enabling regulations for open access and also determine charges such as wheeling, cross subsidy and additional surcharge which are levied on those procuring power through open access. Open access charges vary substantially across states due to difference in tariff structures and cost of power distribution.
